I bought a tp link 450 Mbps wireless N Dual band pci express adapter for my computer.

Using this adapter, I only have 3 to 4 bars and when I ran ookla speed test, I got 9.13 download and 5.24 upload. Using the utility on the website, I found that my signal strength is around 60 - 70% and sometimes it drops to 50%. Why is the signal so weak? (I am in the basement and the router is upstairs on the main floor)
Using a laptop in the same location I have 5 bars and I got 16 download and 5.3 upload and the signal is always 5 bars.
Is this just a bad adapter or is something else causing this slow speed?
