That is a Bates Stamper, and it is used primarily in the legal profession.

Bates stamping (aka Bates coding, numbering and embossing) is a lawyer's convention used in litigation to uniquely emboss pages of discovery documents to allow for specific identification. Bates numbers are usually placed on the lower right portion of each page of a document, in the form of a leading alphabetic identifier followed by sequential numbers from four to six digits, including leading zeros. An example would be MPW 00576. Bates numbering allows attorneys to specifically identify pages prior to trial in depositions and for legal motions. Once a case goes to trial exhibit numbering is usually used instead of Bates embossing.

Thanks for clarifying that, Jack. Although I stated that it was primarily used in the legal profession, it could be used anywhere where the unique lettering/numbering of papers/documents is required. The action of stamping would cause the current code to be imprinted/embossed, and lifting it off would cause the code to change automatically via a stepping mechanism, in much the same way as a hand-held mechanical counter does. It is possible to manually set the stamper to any of the allowable codes to begin with.
