write protected start up repair \ system restore failure

Running Toshiba c855-1g win 7 x64
No problems until yesterday when all my video files suddenly produced an error on play
Error said I don't have permission to view it. Even trying to replay the same episode playing not seconds before produced the same error. Odd because I was offline, mid series and it just happened. Anyway I decided to system restore back 24 hours, system restore completed but didn't reboot, it just shut down. When I booted up again it wanted to do a start up repair so I said yes, and it found no problem (it suggested unplugging any usb devices and rebooting, needless to say there were none plugged in)
So I rebooted, got to the windows logo and am just left with a black screen and a movable arrow pointer.
I manually shutdown and booted again, f8 for advance repair, ran startup repair again. Same answer. Could not detect an issue. Went to cmd to do chkdsk/r and the reply came;
The type of the file system is ntfs
Cannot lock current drive
Windows cannot run disk checking on this volume because it is write protected.

Update:

Ran system restore again, this time from dos system recovery options, this time system restore did not complete successfully and show the following message

"Failed while scanning the file system on the drive C:\
Try running system restore again after running chkdsk/r on this disk.
An unspecified error occurred during system restore (0x080070057)"

Running chkdsk/r again yeilds same results as before

Still no changes and I don't know what caused this, it all occurred watching wmp

Can you make it into safe mode? I assume if you make it as far as the arrow you have made it past the safe mode option. I would be curious to that result. Chkdisk is for checking disk errors related to sectors. If the error is based on this, it could be many things, including data corruption, drive failure, fragmentation errors, etc.

You may want to run some outside diagnostics tools on your hard drive itself outside of your Windows software to be sure you are not having some failure. There are various live based tools out there, like the UBCD (Ultimate Boot CD) that may have utilities to check your disk.

Applications like CHkdisk and spinrite can sometimes cause damage and should be used only when really needed.
