xbox wireless reciever doesnt work

I have a official xbox wireless receiver for windows and i cant get it to connect to the controller. I have installed all the drivers from the microsoft website and tried all the guides on the internet, but it still doesnt work.

Anyone know any possible solutions? I have tried it on both my computer both running Windows 7 ultimate.

Are you sure it's official?
Have you held the button on the receiver till the receiver blinks then held the button on back of the controller to establish the link?

Yes, it says Microsoft on the front and came in the right packaging. I tried that but the controller doesnt connect to the receiver.
