Sure.

The icons up the top aka dock, is RocketDock which can be downloaded from the below link.

Those particular icons are from an icon pack called Frost Icons.Other icons and addons can be found below.

The bars on either side of the desktop are a little app called Rainmeter which can be downloaded below. The theme I am using is Enigma which comes with Rainmeter.
