Updating from IE 9 to IE 10 fails whether I do it directly from Windows Update or attempt it during shutdown. In addition to the 9c59 error code Windows Update cites, Event Viewer returns an Event ID of 20 and a code of 0x80070643.

CheckSUR found and fixed a few errors.

The SFC found nothing - but the background CBS log found a few errors....

I've seen the Package_for_KB976933~31bf3856ad364e35~amd64~fr-FR~6.1.7601.17514 error before - but never really understood where it comes from in an English install.

Please open an Elevated Command Prompt, and run the following commands...

Here are some instructions to make life easier

1) To open an Elevated Command Prompt Window (the ECP window), click on Start, All Programs, Accessories – then right-click on Command Prompt, and select Run as Administrator. Accept the UAC prompt.
2) To run the commands easier, highlight the block of commands, and right-click on the highlight – select Copy. In the CP Window, click on the black/white icon at top left – select Paste. The commands will run but may not complete the last command, so hit the Enter Key once.
3) To copy the results... click on the Black/White icon in the top left, and select Edit... 'Select All', and hit the Enter key - then use Ctrl+V or r-click+Paste to paste it into your response.

FWIW - I too had a failure when going from IE9 to IE10. Went in circles with a tech over at MS support. No joy. Eventually, upon visiting the site where I grabbed some custom themes, and stumbling upon this same situation on one of their forums, the culprit turned out to be in some part of the theme installation. I reverted back to IE9 until they fixed their end. As a test, and before their fix was completed, I removed the custom theme and IE10 installed w/o incident. Again, fwiw.

Seems I was wrong - all the registry entries are OK.
The difference is because I was originally looking at a system updated from RTM to SP1, while your system appears to have been installed as SP1.

"A Guy": I've looked at some of the material pertaining to required upgrades and they're all here. As for hardware, it shto ould be compliant. This is one of two Inspiron 1545s in my household; the other one upgraded routinely. I've just gotten my hands on this one after it's user upgraded to a Win 8 system. I know from reviewing Event Viewer and Windows Update logs that it's had past issues with NTFS and .NET Framework 4 updates, but they appear to hve been resolved. I was able to install and update the .NET Framework version 4.5 with no problem. One thing I'm tempted to try is to replace its existing antivirus (McAfee Enterprise) with something more benign. I've already tried disabling it, both through its own controls and through msconfig, to no avail.

Looking at A Guy's links made me locate and upload this log file related to IE10. Maybe the error messages it contains provide new information?

The common error throughout is

ie 10 install error Neutral package installation failed (exit code = 0x00003701 (14081)).

Sometimes it did not download and they used extracted files, sometimes it did download, but always failed. Googling doesn't provide much help.

Something I see suggested is trying to install from a clean start, with security programs disabled

Here is a list of what I have tried:

To answer A Guy's question, SP1 is installed.
I have downloaded and attempted to insttingall using the offline installer. I even did this from the command line using the command from the "knack" link from post #12.
I used msconfig to disable non-Microsoft services and registry items in HKLM\...\run.

I can only think of two other things to try: using msconfig's clean boot option instead of disabling things manually and extracting the standalone installer to somewhere other than \%windowsdir%\temp. For the latter, I believe I need to study dism.exe, of which I'd had no need before.
