Windows update - Internet Explorer 11 error 9C59

Have gotten this error for a while in windows update and have also been unsuccessful installing IE11 as a stand alone. My current IE version does not open anymore.

1. Ran SURT -- no errors
2. Ran SFC/scannow -- no errors
3. The error code in Windows update is 9C59

I have attached CBS log files in a zip file.

Thanks for your help. Pepper me with any question that may help resolve this...

Please follow the Windows Update Posting Instructions and post the requested data
If the file is too large (8MB compressed), remove the older CBSPersist cab files until the final file is below the limit - you can always post them separately after zipping them. (the forum doesn't allow the upload of bare CAB files, for a number of reasons)

SFC is clear, and CheckSUR is clear - the only significant errors in the CBS logs are ones like these, just after a reboot....

Just did an automatic windows update this morning and all seems to go OK except the IE 11 update again.

The only thing I can think of is attempting to repair the IE9 install (if you have the option) - you may find it in the Programs and Features listing.
