help me my monitor shaking

help me all, my monitor shaking,
it's 17' inch lcd, its become waving when i playing any games :'(
it's not doing anything when i'm in desktop, browsing, ms office,
but each time my mouse pointer touch something, it start to waving / shaking
or if i play any games, it will shaking too

step i did:
first i uninstall ati driver to 10.9 then install 10.8
not working, still shaking, then i clueless

after that i remove my lcd , then using my crt
magic happen. now it won't shaking when i playing games
but it shaking when i'm in desktop, browsing, ms office

what must i do ?
i didn't use firewall, windows defender, or even antivirus
now i download karspesky virus removal tools
then i will full scan my pc

Probably wont help but try doing a "System Restore". If no difference - undo the restore.

about system restore, i only restore it once T.T after i install 7, it's about 1 - 2 months ago
it's fresh install system restore

then in that thread they asked about surge protector, i using belkin 4 sockets , 714 joule, 19500 amps , 2300 watt and 8mm telephone cable

i'm using ATI , now i reading your new link boohbah

Repairing a dead pixel...................
Was told this by a reliable source 3-4 years ago so I don't know if this still works today.

Place a mark on your screen with a small round sticky( Nothing with any adhesive backing or ink but something that will not mess or leave a mark on your screen.
Reboot your computer and as soon as it goes black place the rubber eraser end of a pencil on the mark where you left your sticky(where the pixel is dead) and hold it there until your computer is completely up and running.
Remove the pencil and sticky and see if pixel problem has been fixed.

Like I said earlier, I got this info 3-4 years ago and it worked on my Desktop Monitor.
DO NOT USE A HIGHLIGHTING PEN OR ANYTHING WITH INK!!! Just a little round sticky that will leave no traces behind.

i try to search a few months ago, to repair scratch they using rubber eraser too

the only thing i clean my lcd screen with is a microfibre blue cloth with warm distilled water (wrung out so not to drip water) followed by dry blue microfibre very gently with circular hand movments works a treat for me
