Solved Local C is not Accesible

Please Help me Guys:

I tried to accessed my local C drive but I always get this message:

Location is not available
C:\ is not accessible.
Access is denied.

I tried booting to safe mode with command prompt and typed in (net user administrator /active:yes) but i only get this message

net user [username [password | *] [options]] [/domain]
username {password | *} /add [options] [/domain]
username [/delete] [/domain]

I dont know what this means or how to use it

It all happens when I played with the permission and the security tab because I want to know more stuffs

I have a Windows 7 Home Premium Toshiba 64bit.
TOSHIBA MK5065GSX 450GB HDD.
Processor: Intel (R) Core (TM) i5 CPU M430 @ 2.27 GHz 2.27 GHz
RAM: 4.00 GB (3.86 GB usable)

Every time I run programs, this message shows, Network Error Windows cannot access but i can surf the net and watch videos in youtube

I can't perform a System restore because It tells me that I'm not an Admin but the thing is I only have 1 account and Im the admin of it. I can access my files in my C drive. I dont have a back up for it

Ohh guys Please help me any help is much appreciated.

It all happens when I played with the permission and the security tab because I want to know more stuffs

Now you know NOT to play around with those settings. Reinstall Windows.

Toshiba Factory Recovery
Be advised: this erases all data, and reloads all factory default software. Be sure to back up all your important personal data beforehand!
To access the Toshiba recovery partition, power off the laptop. Hold down the 0 (zero) key and turn the laptop on. Keep holding down the zero key until the TOSHIBA logo appears, where you should start tapping the zero key repeatedly. Stop if the unit beeps or when the TOSHIBA logo disappears. The screen should flash ** HDD RECOVERY MODE ** for a split second, then load the Toshiba recovery program right from the hard drive.
