CPU level stuck at 100% - Causing a lot of problems

Well i'm running through the first thing you sent, "Microsoft Safety scanner" running the .exe off of my USB.
currently found 1 Infected file, and still at around 1/3 of the way to being complete.

Been running for around 40 Minutes.

Yeah a complete scan can take a while.

Not good about finding an infected file, but depending on what the file is it may or may not mean your infected. Frequently infected files can get downloaded and saved by various means (browsing, email etc) but never actually get run if your browser settings were set to "safe" mode etc.

So if there is say only a single infected file found and it's in your in your downloads folder or a temp folder, and no infection found anywhere else, you probably aren't infected... though that file should of course be deleted ASAP of course :)

Well i have pretty secure antivirus (ESET Smart Security 4.2) And that normally stops any malicious content being loaded on web-pages ect.
But now i think of malicious attacks I run a server on a game called "Minecraft" if you don't know about it, and i have had some previous threats of hacking to my computer.
Probably some Pre-teen thinking he's part of "anonymous".

But i'm ruling out that possibility for now :P

EDIT: Also still around 1/3 of the way, with 1hr 20m elapsed and only one threat so far.

I would suggest you carefully check the files Windows finds using Internet checks. My very limited experience with MS Safety Scanner you may get some false positives because it is quite rigorous.

Can't really post screens of the results, as it was yesterday.

And since then i've fresh installed Windows 7, And things ain't looking good so far, I'm still getting alot of frequent crashes on programs, for example i was watching a video on youtube (on google chrome) and i went to switch to skype to check my messages, and both Google chrome and skype both became un-responsive.
It seems now there are not CPU Spikes, no Ram Spikes nothing that could be causing it.

I'm starting to think it's just a lack in hardware.

Okay, so i've decided to run a few tests on task manager, to see if anything if causing the random crashes, and all over slow running pc.
and here's what i've got (All tests ran with the specfic program and google chrome)

Seems to be pretty conclusive right?
well not so much, i've tried running without steam and there is still no change and i'm still get non-responsive applications.
