there is a part about usb in the menu..

usb keyboard function(deafault: enable)
usb mouse function(deafault: disable)

"Go to the device manager and look at the USB devices, find your mouse and see if there is a power management in the properties tab. If there is, untick "Allow this device to wake the computer". Do the same check on the various USB root hubs."

Right click on My Computer and click Manage. Navigate to Device Manager. Find your mouse in the list, right click on it and click properties. It should have a power management section to where you can configure this.

The 2nd part. I had found the mouse but there is no power management.

There is nothing in there related to this issue of the powering of USB devices when off. Perhaps it could be in some other manual/sheet that came with it but is not internet accessible.

There are "Power On By Mouse" and "Power On By Keyboard" options in the Power Management Setup section of the BIOS menu. You could try setting them to Disabled if they aren't already. I didn't see any mention of jumpers for the USB power so if this doesn't work you may be SOL.

...which is why I stated that the device manage interface would not help - but I should have suggested that the OP check anyway. Doh!
