Hey,
I've accidentally closed my laptop via the power button. After, when I tried to restart it, It loops. When it reaches to the windows loading files, when the desktop should appear it restarts. I tried recovery mode and some mode but it restarts with them too. I tried to run some tests with the built in bios software given by HP to check my parts. All OK but hard disk. It fails. Failure ID RU63PK-000706-MFKR4K-60WS03

I would also like to mention that Ubuntu is running well.
What should I do?

System specs:
Compaq Presario Notebook
Intel pentium inside CPU
4gb ram
500 gb hdd

Well; it sounds like your hard drive in that laptop partially died unfortunately. You should never shut the system off by holding down the power button unless absolutely essential; as doing that can corrupt windows system files. Do you have any windows disc(s) to do a clean install with? If not; then you may have to just resort to getting a new hard drive.

If Ubuntu is running, try checking your HDD for bad sectors via Disk Utility. What version of Ubuntu are you running?

If you can do that yes but first try the startup
Repair method shown above

Thx but Ive already tried... Its not opening, it restarts
Matts its right... My hard is ****ed up. Tomorrow ill reinstall windows. Well it was time for an upgrade, i want to try windows 8

I wouldnt go windows 8. Ive heard of there being far too many issues with 8. Plus; the layout imo sucks compared to 7 because they completely re arranged everything as everything is in like "tiles" now instead of start menu programs, etc. This is jmo though and obviously you can do what you feel is necessary.

Did you try the Startup Repair wiith a Repair Disc or booting to System Recovery Options?

I should have been mor specific requesting you to use the disc option. I know you cannot boot up to create one on your machine, but perhaps you have one or you have a friend with the same bitdepth (32 / 64) Win7 machine - you could create the disc on that machine.

Alternatively, I think Startup Repair is also an option on the install disc.

Perhaps this post is moot and you have already begun or completed the re-install.
