Can't update after crash. Service info missing or corrupt.

Several days ago I downloaded and installed many updates. I was waiting for a large file to finish downloading before I restarted the computer when the power went out and shut everything down. Apparently the improper shutdown with the pending reboot after windows updates were installed screwed something up. Now I can't update anything under the Windows 7 tab.

For example, if you open the update page it will be in sections. I have a section for Office updates that I can download and update fine, as well as every other section (that I've tried so far). The only section that won't download anything and allow me to install the update is the Windows 7 section with the updates such as Security Updates for Windows 7, Update for Windows 7, Windows Malicious Software Removal Tool, Microsoft .NET Framework and Security Updates for .NET Framework. Anything under the Windows 7 section will not download. I tried downloading a single update of about 15kB. I left it running overnight and the next day it was still downloading. Then I cancelled that one and selected a single Excel update of about 50 MB under the Office section. It downloaded and installed in seconds.

(While typing this and trying various updates I found that I can now no longer download the Office updates either so it appears to be affecting all updates now not just the ones in the Windows 7 category)

I ran sfc /scannow which found corrupt files that it couldn't fix. The CBS.zip is attached.

I've tried System Restore on the five restore points I had available. All failed.

There are no error codes on my Windows Update page.

I've downloaded and have been running the SURT tool per the sticky for 3 hours now and it's still "searching for updates on this computer". Not sure why it's taking so long. I don't know if it's actually doing anything or is frozen up but I'll leave it going I guess. I can open Windows Update and it immediately tells me how many updates are available. Of course, it may not actually be showing all the available updates I guess.

Also the wuauserv windows update file is using 20%-30% of my CPU and about 1 GB of RAM non-stop for days now. I've left it going thinking it will eventually finish what it needs to do to get things working again but it doesn't look like it's ever going to finish.

I'm hoping someone here can give me some clues on what I can try to get this working again without having to reinstall. Thx.

Do note when updating updates, there are rule to be followed.

Meaning which update have to be done before continue to next update, in order.
Hence you cannot selectively on select those you think are need.
Most updates are rely on other updates first.

I've tried the automatic fixit tool you can get from that page. That's what told me that the "Service registration is missing or corrupt" and it couldn't fix it. So I tried the manual reset and made it as far as step 6 where you have to register the dll files. I made it as far as the third dll before it told me the dll could not be registered, then the fourth, then the fifth and that's where I stopped. I did do step 11 though and get the latest update agent but that didn't help either.

I've also tried SFCFix 3.0 which is supposed to fix the things that sfc /scannow doesn't but it didn't work either.

I'm quickly running out of ideas.

Sorry I should have mentioned that. I've tried so much I forget what I've tried. Yes I've tried the SURT tool. When I run it a screen pops up that says "Checking your system for updates" or something similar. The first time I ran it I cancelled it after three hours because it never made it past checking for updates. The second time I let it run for two days and it never made it past checking for updates before I cancelled it. It uses 30% of my CPU and about 1GB of RAM but I can't tell if it's actually doing anything because it never makes it past the very first screen even after two full days. Surely it shouldn't take that long?

Not what i was expecting, however there are some non standard settings within your Browser data section
the User Agent(possibly out of date), scripting dissabled , ActiveX set to prompt.
You may have changed them via Group policy?
These can be reset via ControlPanel>> Internet options >> Advanced >> reset

Your Office install is not showing, its NOT even acknowledged, in the report very strange.
Did you have a problem installing/licensing it?


from the Cbslog this codec file is showing as having a problem, even if you uninstall it those entries will remain, and then this from MS

I do not think a repair install will correct this either, you could try

As you have a retail version discs then you could of course perform a re-install
I would advise that you only install w7 then Update, next install Office and its updates,
now as for the codecs, do you need them? if not dont install

Yeah the browser settings like the ActiveX and scripting had to be set up like that in order to view my home surveillance cameras on my computer. They've been set that way for years with no issue. But that's why that was kinda wonky.

Not sure why Office isn't showing. That's not it under Other Data-->Office Details? I didn't install the entire suite just Word and Excel because that's all I needed but they installed and work fine.

Ugh I was hoping to not have to do a repair. The last time I did a repair years ago it ended up messing up more than it fixed and I had to do a reinstall. I told myself way back then that the next time I have to reinstall it's gonna be on an SSD. So now I have to decide if I need to buy an SSD before I attempt the repair or just do it and hope for the best.

Lets try rebuilding the service registration and a couple other things anyway, might save the repair.

re-register the dll using
regsvr32 vbscript.dll


The SPPSVC must be set to Automatic (delayed), rather than Manual
Please open an Elevated Command Prompt, and run the following command
SC config /start= delayed-auto

Recreate the Licensing Store
Go to Start > All Programs > Accessories
Right-Click on Command Prompt and select Run as Administrator - accept the UAC prompt
Run the following commands in the Command Prompt window, using the Enter key at the end of each

net stop sppsvc
(wait until the service has stopped before entering the following lines)

CD %windir%\ServiceProfiles\NetworkService\AppData\Roaming\Microsoft\SoftwareProtectionPlatform
REN tokens.dat tokens.bar
net start sppsvc
slui.exe

After a couple of seconds the Windows Activation dialog will appear.
You may be asked to re-activate and/or re-enter your product key, or Activation may occur automatically.
If you are asked for your Key, use the one on the COA sticker on the machine's case

please perform these actions in the above order.

Can you also check your system date/time, and the same in Bios.
Power outages are a real pain.

I apologize for the delayed response. I've been busy with work.

I have tried everything you suggested. The first step to change SPPSVC to auto (delayed) rather than manual, the command didn't do it but I was able to go into Services and change it. Everything else worked OK. It activated automatically almost immediately after the final command.

I also double-checked the time/date on the computer and in BIOS and they're both good.

Looks like the next step is a repair. I've seen a few posts saying updates aren't really essential if you have a good firewall and anti-virus. If the rest of the computer works fine, except for not being able to update, would you consider a reinstall absolutely necessary (if the repair doesn't work)?

Hi Diaboyos,

Rereading your post re your previous repair effort and the problems you encountered, I would have to say you'll end up in the same position, mainly because of the way you have personallised your system settings to run your home security set-up, and with only a partiall "office install", the repair WILL and did change those browser settings back

Silly question time? is your home security system upto date, driver AND firmware wise, if not, that could alter matters, and have a look at thier forum.

Security wise the lack of updates COULD cause problems, and personally i would not advocate it.
If you go the non-update route i would suggest you also install malwarebytes free, and run it on a regular basis
and use a system image program to backup the WHOLE system, at least weekly, ie Macrium/acronis/ameio.

As i said power outages/surges are a pain, the damage they cause is totally random

I can only give you suggestions about how you run YOUR system.

This is the weirdest thing. Now a second computer in my house, one that's used for our home business, is unable to update. This computer was protected by a UPS so the power outage didn't affect it and it also had no pending restart after installing updates anyway. Also, it doesn't have the custom browser settings because we don't view the camera footage on that computer.

Today I was on it and noticed it was idling at 30% CPU and about 1 GB of RAM just like the other computer was. After looking sure enough it was wuauserv again hogging the computer and never finishing what it's doing. I left that one checking for updates overnight and came back the next morning to still checking for updates.

This is getting ridiculous. I'm starting to think they're doing this to Windows 7 users purposefully to force them to update to a newer OS.

As for the security system drivers and firmware they're as up-to-date as they can be but it's an older security DVR that only supports IE9 so that tells you how up-to-date it can be.

I don't know what I'm gonna do, especially with a second computer unable to update now. This is a really stupid problem to have but thx for all your help. I do have malwarebytes installed on both machines already with nothing found on full scans. I was going to backup the partition with the OS on it but figured why do it because it's already messed up anyway. I was just gonna use the built-in Windows backup feature are those you mentioned better than using that? Which would you recommend? I can't backup the entire system because this computer is 20TB and the work computer is 30TB and I don't have the room to back up space like that so I was just gonna backup the partition with the OS on it. Unless it does some serious compression or something. I've never done a backup so I don't know.
