The way I understand it is that the purpose of the "Rollups" is to get you up to date, so I would say yes.

In "MS-Speak":
Monthly Rollup

From October 2016 onwards, Windows will release a single Monthly Rollup that addresses both security issues and reliability issues in a single update. The Monthly Rollup will be published to Windows Update (WU), WSUS, SCCM, and the Microsoft Update Catalog. Each month’s rollup will supersede the previous month’s rollup,

so there will always be only one update required for your Windows PCs to get current. i.e. a Monthly Rollup in October 2016 will include all updates for October, while November 2016 will include October and November updates, and so on.

Devices that have this rollup installed from Windows Update or WSUS will utilize express packages, keeping the monthly download size small.

"MS-Speak" i.e. "Microsoft Speak". I took writer's license to underline and separate relevant parts of the quote for emphasis.

There may be nuances in the servicing model since this blog is, four and a half months old.

I haven't had problems with the monthly roll ups as far as I am aware (sfc checks ok). I keep system images that go back 6 months+ . If I get a problem I'll perform a system image restore back as far as I need to go.

I'm a bit curious to know if there is some devilish trick with the monthly roll ups.

My Dec Rollup issue:

- Win 7x64 Home Premium OEM on a Toshiba L655 Laptop (bought in 2011)

I tried installing the following WU's on my Toshiba Laptop yesterday Thu 01/05 :

KB3207752 (Dec Sec Rollup x64)
KB890830 (Dec Win Malicious Removal Tool)
KB3205402 (Dec .NET Framework Rollup)

Download step went ok. Installed 1 of 3 ok, which was KB3207752.

During KB3205402 install, the install step hung for ~8 hrs with the 'progress' bargraph at about 50% complete. There was no response when I clicked on the 'stop installation' button.

I had to power/reset the Laptop to reboot. Upon rebooting during the Win black screen/rotating logo boot step, system messages flashed very fast, informative msgs about Sys files & Reg items that updated. No error mgs were displayed.

PC booted into the Desktop ok & all seems ok.

When I checked the Control Pnl WU screen (wuapp), KB3205402 had disappeared. Install History shows it wasn't installed as I expected to see.

The Laptop is working ok today. I rechecked 'wuapp' and the .NET rollup is still not there as an available install (not in 'important' or 'optional' lists.

I'll try the same WU installs this weekend on my other Win 7x64 PC, a built Desktop PC.

Has anyone else had a problem installing KB3205402?

I installed the Dec WU's individually & all worked ok.

- Installed KB3207752. Restarted, etc.
- Installed KB890830. Ok.
- Installed KB3205402, the one that hung about 50% thru install. Installed ok this time.

I seem to recall that the NET WU's are best installed separately but forgot that when I originally tried to install it along with the other Dec WU's.

I'm not sure if that was the fix, but all's ok now.

Why KB3205402 disappeared from my Toshiba Laptop (wuapp) remains a mystery to me.
