BSOD Only When Samsung 850 Evo Plugged in after power outage

Hi,

Description of problem:
there was a recent burst of power outages while I was busy on my computer and it took quite some time before my computer shut off. After waiting a bit once the power came back on, I go to turn on my computer and it takes AGES to boot up, then immediately BSODs before I even see my desktop and tries to boot up again.

It stalls at the Asus logo screen, it stalls transitioning from that to the Windows bootup, and it stalls for about 3-5 minutes at the windows bootup until it just flashes a BSOD and tries to start up again. And I mean flash, I didn't even realize a BSOD was involved the first 2 times I tried booting up.

Specifications:
I have 1 hard drive, a 1 tb western digital that I store all sorts of stuff on, and 2 ssds, a 120 gb samsung 840 pro that has my operating system on it and some select essential files that need to go fast on it, and then a 250 gb samsung 850 evo that is mostly just games. I only have this problem while the 850 evo is plugged in. I installed my operating system when only the 840 pro was plugged in, I didn't even own the 850 evo until a few years after I built the bulk of my machine.

I've tried driver updates, swapping sata cables, dusting, I've messed around with bios settings, thankfully didn't break anything, but didn't fix anything either. I cannot boot up at all when the 850 evo is plugged in, I can only go to bios after a significant delay.
Also I do have everything plugged into a surge protector, and I have already checked everything else on my computer, including RAM, power supply, cpu, gpu, etc.

How did you test all parts?
Memtest for the ram, Speedfan for the PSU and CPU, and I used Heaven Benchmark to test my GPU, I did checkdisks on both my still working SSD and my HD.

Yeah I checked each part when I was dusting everything, no visible signs of damage.

Also forgot to mention that my motherboard (ASUS z97-pro) has codes for different parts of POST, the code that it stalls and takes forever on is A2, which is IDE detection according to the manual.

Sounds like one of your hard drives may not be connected properly.
It's only when the 850 EVO is connected. My computer functions just as fine as it did before the power outage when the 850 EVO is not connected. BIOs also detects all drives just fine.

Is the firmware of the 850 EVO up to date?
There's no firmware for the EVO series ssds, only for the pro series and the 840 pro that I have is up to date.
