USB device not being recognised in certain ports

I'me experiencing a rather bizarre and difficult issue so please stick with me while I explain it.

I've recently formatted my PC and re-installed Windows 7 64-bit to a new SSD. I use an external sound card/audio interface and I simply cannot get it to function properly, at all. It will only power up when plugged into one of my eight USB ports and even then, I get clicks and pops when audio is playing (which may be a latency issue or something). But still, why will it only work in one port? I have tried everything I can think of to solve the problem. Here is a list of things I've tried:

- Fully update Windows 7
- Disable user account control and firewall/antivirus
- Update the motherboard chipset
- Update everything on the motherboard including VGA and audio drivers
- Try various iterations of the audio interface drivers
- Uninstall all sound drivers and re-install just the one for my audio interface
- Installed ASIO4All

The hardware istelf is a 2nd generation Focusrite Scarlett 2i4 and I have tried all of their extra bits such as the ASIO control panel (which is not registering any hardware, even when the device is plugged into the one port in which it kinda functions).

I am absolutely tearing my hair out with this. My suspicion is that it is an issue with the USB ports, as the USB power LED on the device is not even lighting up, which it really should be doing.

Any help would be greatly appreciated.

Thanks for helping. I've updated my profile.

My motherboard has 2 3.0 ports and I have tried all of the ports. The one that does kinda work is on the front panel of the case and is just a standard 2.0 port, I don't know if that makes any difference at all.

I've been using device manager to uninstall various drivers that might be interfering with the one for the Scarlett 2i4. When plugged into the front USB, it comes up under the 'Sound, Video and Game Controllers' tab as 'Scarlett 2i4 USB' and it works, with constant digital popping and crackling. When plugged into the back ports, it doesn't come up at all and I get the windows message that says 'USB device not recognised'.

Is your RAM a DDR4 or a DDR3 type?

You didn't answer my question. Did you open Device Manager to see if all drivers are installed?
If there is a yellow mark alert, the driver is missing.
Win 7 installation disk doesn't have USB 3.x drivers. Also you have to install the chipset drivers to USB port work properly.

Ah, sorry, I misunderstood your question.

My RAM is not DDR4, it's DDR3, my mistake there.

No, all drivers are not installed. The SM Bus controller is showing as not working.

I've updated my chipset as well as pretty much everything my motherboard manufacturer provides on their driver page.

The only thing I haven't updated from the page I linked is the BIOS.

Ok, more info. just re-booted my PC and there is another device not working under the Universal Serial Bus controllers. It's just called 'UInknow Device' but I'm guessing that's the Scarlett 2i4.

You must fist make sure all MB drivers are installed.
- Take out the Scarlett 2i4 from the USB port.
- Open device manager. Witch drivers are missing (yellow alerts)?

Try using a USB port replicator which has its own power supply. Plug the port replicator into a USB port, then plug your external sound card into the port replicator.

Your onboard USB ports may not be providing enough power for the sound card to operate properly. By using a USB port replicator which has its own power supply, the sound card will have plenty of power to operate properly.
