How do I change backup location (my system is : windows 7 64bit)

Hello midorinco, and welcome to Seven Forums.

You would click on the "Change settings" link in your screenshot like at step 4 below. You will then be able to select a new backup location.

It is disable . you can see what happen in attached movie . I installed Acronis true Image 2018 and Uninstalled it , after uninstalling I went to here and repaired windows backup and this is my result , I can see links but links do anything .!!!!
In the below page He said: Editor’s note: The Windows 7 Backup issue discussed in this article is not to be confused with another similar sounding Windows 7 Backup problem ("Set up backup" or click "Change settings" links within the Backup and Restore applet non-functional, which is a third-party shell extension saga.)
But I can`t understand .

The .wmv file you attached has a broken link. I can't see it.

Can you post a screenshot of what you're seeing instead?

If this has just recently happened, then you could do a system restore using a restore point dated before Windows Backup was broken to undo and hopefully fix it.
