Recycle bin how to fix using healthy user profile

My recycle bin is corrupt. Always shows empty even when not empty.
When I right click to empty that recycle bin I get an error message:

"This file does not have a program associated with it for performing this action. Please install a program or, if one is already installed, create an association in the Default Programs control panel"

I created another user account and the recycle bin works fine when I log in to the new account.

Please advise how to fix the original recycle bin via Default Programs or by using the working recycle bin in the newly created profile

Hello

How many disk drives are connected to the computer? If you have more than one disk drive, then you might have more than one recycle bin.

If this is C drive try the following elevated command prompt.

rd /s /q C:\$Recycle.Bin

To open an elevated command prompt, type CMD in the search box in the start orb and right click command prompt and chose to open as Admin.

If this is D drive or some other drive just change the drive letter from C to D, etc.

Restart the computer after you using the command.

There is only one drive.
The drive does have a working recycle bin when I log on as a different user

Do the basic first.

Open a cmd window as administrator and type:
chkdsk c: /f
It will say the disk is in use and ask if you want to schedule no next restart = Yes
Restart
Pay attention on the results, specially bad blocks, bad clusters, bad sectors etc

Back to windows, do a System File Check
Open a cmd window as administrator and type:
sfc / scannow

I was getting nothing when I right clicked Properties but it came back after I deleted C:\ recyclebin and then rebooted

A reboot does not re-create the recycle bin, you actually need to delete something in the faulty user profile for the OS to recreate the folder again.

yes U tried that a few times.
Since I have a working recycle bin on a new profile, is there any way to cut and paste that registry item (or whatever it is) to the old profile?

It is a hidden folder, so you have to unhide it first. If you've tried every bodies suggestions without success, then I do not see why moving a replica item would work. I have not tried the same; I suspect the system would tell you that you do not have permission to move the item to your desired destination.

It might be less of a mess to create a new user profile (as you already have done), and then copy your personal files across to the new profile, and delete the old profile when your done.
