Solved Windows Installer Service will not start

I have been unable to install any new programs because Windows Installer Service has not been starting, I've gone through making registry edits, command prompt commands and group policies to see what I can do to get it working again. However each time I just get this message whenever I try to start it in Services: "Windows could not start the Windows Installer service on local computer. Error 1053: The service did not respond to the start or control request in a timely fashion."

Here is what the MSI log says in the temp folder:

"Error 1719. The Windows Installer Service could not be accessed. This can occur if the Windows Installer is not correctly installed. Contact your support personnel for assistance.

I've spend hours searching this up and have not found ANY resolutions, Microsoft does not provide any sort of Windows Installer 5.0 so I can't use anything. I have important stuff on my PC and simply cannot reinstall the OS. Can anyone help me please?

The basic first.
- Run a disk check. Open a CMD window as administrator and type:
chkdsk C: /f
It will say your drive is in use and if you want to schedule to next start = Yes
Restart and pay attention on the results, specially bad blocks, bad clusters, bad sectors etc

Back to windows, run a System File Check. Open a CMD window as administrator and type:
sfc /scannow

The basic first.

Chkdsk reported 0 bad sectors, sfc /scannow reported no issues. I tried sfc /scannow already once before.

If you go to the control panel | Administrative Tools | Services and look in the list of services for the installer service, is it set to manual?
I changed it to automatic after it failed to start whenever I tried to start it, I still just get the "Error 1053: The service did not respond to the start or control request in a timely fashion." Sometimes whenever I try to install something I get another error message about how "Windows installer is corrupt or not installed properly on this computer."

Yep, I've scanned multiple times with Avast, Malwarebytes and Microsoft Security Essentials.

You can do a Repair Install
It will reinstall Win 7 keeping your programs and data.
As usual, it's a good idea to backup first.
If you have a OEM SLP license it is also a good idea to make a license backup. Use DISM ++ or ABR

For the updates, use Simplix.
Simplix is a single file (850MB) that contain all updates since Win 7 released up to date. It has all security and non security updates without the trash (telemetry and tracking). Very good.
My suggestion is to set Services - Windows Update - Manual and on WU page set it to Never check.
Then run UpdatePack7R2

Then run WU manually to find updates for Office etc and decide witch one to install.

To uninstall the telemetry, run cmd file to uninstall those KB files.
kb_spy.cmd.txt
Rename it as KB_Spy.cmd and run it.

Is there a reason this happened? I've rarely had bluescreens.

Is there a reason this happened? I've rarely had blue screens.

Anyway, I don't think this product code can be reused so I don't think I can reinstall it without it being unverified.

Sorry, I meant to say cmd file-- I got confused. The one you posted to remove the telemetry updates, after running it the updates reappeared in the "waiting to be downloaded" list and I unchecked them and hid them. After that I had a random bluescreen which had an error I've never seen before, after that Windows was starting up and then the updates reinstalled themselves on the login screen even though I disabled them.

There are no more M$ updates. What you can receive with WU is some advice to install win 10 etc etc
Did you set Services - Windows Update - Manual and on WU page set it to Never check?

I'm referring to the updates the cmd file which you provided removes, it reinstalled those updates after this weird bluescreen even though I unchecked them and hid them in Windows Update. And I get security updates and monthly rollups all the time, so I wouldn't disable Windows Update. I don't get those popups anyway because I disabled all of them through registry edits.

Anyway, I'd rather just get my Windows Installer service fixed so I can go back to installing stuff on my PC which I'd like to use. I don't think there's a way to reinstall this because I'm sure the product key is for one use only, but I haven't reinstalled any operating systems in over a decade or something so I don't know.

If WU is active, as soon you uninstall the tracking and spy "Updates" WU reinstall them.

So even if I do hide them and disable them they'll reinstall themselves? This is absurd, surprised that sort of thing isn't getting Microsoft sued. But right now I really want to find a way just to fix the Windows Installer without having to reinstall the OS, I really don't think I can use the same product key again and I had a pain in the ass of a time installing Windows 7 before.

BypassESU -- not a good idea
Its definately broken MSI, the error code 0x80000003 indicates a break point failure/corruption.
I was hoping the portable version could side step the problem



as Mega suggested a repair install is now your best bet.
REMOVE BypassESU mod and kb4528069 first



As for your product key, no need to redact those 3 blocks, Its in the MSDN range, not for retail sale.
its currently valid, but for how long i don't know. it will depend on how many the seller has sold, once it reaches its activations limit MS will start to block it.
