Solved Dual boot error 651 on none O/S

I have a desktop with a two Hdd dual boot one is win7 the other Linux mint. I have just changed the motherboard and cpu for an i3 setup. before I did this all worked ok, Now with the new MB fitted I can connect to the internet on the mint O/S but not on the win7 O/S as that rejects the login reporting error 651. I have tried all I can remember but nothing works.
Some advice and guidance please.

I login to win 7 there is no connect icon, when I click on I am given my BB icon when I click on that I am presented with the user name and password box this refuses my login details and reports error 651.
My system is a dual boot with win7 and Linux mint both on separate hdd's Linux mint has a BB connection and works ok as normal but the win7 hdd does not that I find confusing, one works one doesn't

Have you got a proxy set thats asking for password? open a cmd prompt type
