Hi. I read on Warcraft iii spike problems. - Vista Forums
this topic because i'm having the same problem. i checked my ping and stuff and it has a mostly constant 1ms. however sometimes it goes up to 32 ms. just goes 1ms, 1ms, 32 ms, 2ms, 1 ms etc. kinda like that. so i know the problem is between my laptop and my router.

How do I fix this?

If you are using Homegroup, change to workgroup. Homegroup on some systems has connectivity problems. Are there any non win 7 machines on your network>
