Yeah as soon as i connected the adapter and it gave me options to check for updates for 7 I did that. Not sure about the BIOS stuff.

Did you use 64bit pre Win 7 successfully?
If not go back to 32bit & see if it all works on 7.

Prob need bios update to enable some stuff properly (or it is hidden in advanced bios settings)

Well my xp was a 32bit, I don't know how to change it back. Unless you mean install xp again. Also I checked and there are no BIOS updates.

There are two discs in the box 32bit & 64bit Windows 7

If you downloaded the 64bit version - I am sure you are allowed to download the 32bit version and install with your key if you can't get 64bit working.

So I decided to go ahead and put in my old video card. You know the one that Dell Precision 380 comes with. Quadro FX 1400 if im not mistaken. And guess what? The minute I put that in, the computer picked up on that graphics card, uses it, dxdiag knows its there. Theres more, it fixed my audio problem and intel problems in device manager, it ALSO picked up on my PCI network adapter I had in there which it turns out with my new graphics card isnt getting picked up either.

Sounds like a bad video card or some type of conflict. Since this is a new video card I'd look at swapping it first. If the replaced video card displays the same symptoms, then it is more likely a conflict.

Also, If possible, can you switch move the sound card to another pci slot... or move the video card to another slot?

I am so pissed at this windows 7 shit, why did they release it if it makes computers not use, not even not properly use, but literally NOT USE a newer video card.

It's always advisable to use the Windows 7 Upgrade Advisor "prior" to doing any upgrades.

As for "newer" video cards being compatible with Windows, that issue belongs to the video card manufacturer, in this case ATI. However I can assure you that the card is compatible with Windows 7.

Again, look at that video card.

I have went around other forums (looking for advice in motherboard upgrades and if my purchese descisions are logical/compatible) and i have heard more then once have people say that its rare, if thats the case you think i can make a couple hundred on craigslist/kiggi/ebay?

Alright well I continued trying to figure out the problem of why its not working. I think I found why, its very strange though. The video card says its a PCIe v2.0 x16 on HWinfo but the highest I have is a PCIe v1.0 x16 on my motherboard. Now I dunno why the port has changed when i installed windows 7 or maybe the case is the requirement for the graphics card has changed, I don't know what to make of it. In either case the PCIe does not match. I know this video card has worked on windows xp fine, but for some reason windows 7 made my computer incompatible with the graphics card. Just a heads up.

I think that your motherboard (Intel 955X chipset) has a PCI-E 1 X16. (The technology is about 5 years old.)

The ATI card ought to be compatible with that, I believe.

I have a couple of semi-random suggestions:

If you installed the nVidia card in Win7 befor the ATI one, you could try a driver cleaner to get rid of all of the driver remnants. Driver Sweeper (Guru3D - Driver Sweeper) is freeware.

You may want to clear the CMOS. (There's a jumper for that, listed as clearing the Real Time Clock. It's jumper 9 in your documentation.) I've needed to do that in the past, when switching graphics cards.

The Quadro FX 1400 was probably expensive in its day (low-end professional OpenGL card), but its day is past. You can find them on eBay for a range of prices, like $25-50US.

No, you don't need to re-install Win7.

I suggest uninstalling the graphics drivers, then powering down. Unplug the PC from the mains. Do the RTC reset jumper bit. Insert the new graphics card, if it's not already there. Plug it back in, and power up.

Issue a quick prayer to the deity of your choice while the BIOS messages are displayed.
