I can't create a homegroup after repair install

Hey, I came across an issue (too good to be good huh?). The thing is that after the upgrade I can't create a homegroup, the Peer Networking Grouping, the Peer Name Resolution Protocol and the PNRP Machine Name Publication Service refuse to start.

I already tried the known solution of deleting the idstore.sst file from the C:\windows\serviceProfiles\LocalService\AppData\Roaming\PeerNetworking folder but that didn't worked at all.

I really don't want to resource to formatting, I'm sure there has to be a solution somewhere since so far is the only thing I'm having issues with now.

Do you have any suggestions on what I can do?

I included a REG file that will modify the registry for your problem.

I am not saying that it will fix the problem but its a "try"

I need you to do a BACK UP of the reg first before importing this REG change first.

When you do a registry change.. it is always good to be in admin account and when you do it, reboot the computer for the new change to happen.

BTW - You can delete all the files in the C:\Windows\ServiceProfiles\LocalService\AppData\Roaming\PeerNetworking folder. Windows will rebuild the entire lot (back them up in case the problem is not so simple though).

Also, take a look at HKLM\SYSTEM\CurrentControlSet\Services\Tcpip6\Parameters. If you have an entry here called disabledcomponents, ensure that the value is set to 0. If the registry entry doesn't exist then no need to worry about it.

Thanks for the help but that didn't worked. I did also the tcpip6 registry thing which indeed that key was missing but not that it did much anyways.

There has to be something else. When I try to start the Peer Name Resolution Protocol I get the error code 0x80630203 And the event viewer shows something about that the cloud could not be created. But so far I came out empty about other solutions :(

Here is the error text from the Event Viewer:

The Peer Name Resolution Protocol cloud did not start because the creation of the default identity failed with error code: 0x80630203

The problem is the creation of the identity for what I'm seeing, so I'm sure something is keeping it from being created, what is it? I really don't know :confused:

Also the C:\Windows\ServiceProfiles\LocalService\AppData\Roaming\PeerNetworking folder is empty, I deleted everything from it but didn't fixed anything since Windows didn't re-created it's content.

I know this is late, but just experienced the issue myself, after restoring a windows 7 system image.
Use the Vista instructions here for changing security: http://social.msdn.microsoft.com/Forums/en/peertopeer/thread/f195c462-9417-4779-9fca-583ca3fe06f0
but the directories for Windows 7:
where USERNAME is your windows 7 login name, USERSID will become apparent when you get to the directory
C:\Users\USERNAME\AppData\Roaming\Microsoft\Crypto\RSA\USERSID give the USERNAME Full Control
C:\ProgramData\RSA\MachineKeys give Everyone Read/Write (I went ahead and granted full control on my machine)
Then run the services (pnrpsvc and p2pimsvc), run the Homegroup troubleshooter and let it fix whatever problems it finds.

Interesting. Try to create a new user in control panel, then log on with this user and try to replicate the issue. This will ascertain if the issue is domestic (i.e. affecting your entire PC) or local (just your user). I'll also have a closer look at the error message and get back to you.

Admittedly, I have nothing more that stands out for you to check and I'm up to the generic 'services won't start' stuff.
  • Please check the log-on tab of the PNRP service in 'Services' (see pic)
  • Check the registry and file permissions (see pic)
  • You may also want to check the permissions on the pnrpsvc.dll in case this has become corrupt (unlikely, but it's good to tick this box). %SystemRoot%\system32\pnrpsvc.dll

EDIT: I forgot to add that the error number means that no access is given to the directory where keys are stored. I'm not sure if this is a SAM file, something else, or the homegroup directory..... so this is new ground for me also..... more to follow.

Ok... I believe it is stored here C:\Users\All Users\Microsoft\Crypto\RSA

Please run the attached take ownership script. Then right click on the directory and take ownership (see pic).

Just try on your RSA folder first, but if it doesn't work then try the entire crypto folder (as shown in the pic)

I think Tim mentioned the first part of this but if the key below doesn't exsist you will need to create it.

To enable certain IPv6 components in Windows 7, follow these steps:
1. Click StartCollapse this imageExpand this ima, type regedit in the Start Search box, and then click regedit.exe in the Programs list.
2. In the User Account Control dialog box, click Continue.
3. In Registry Editor, locate and then click the following registry subkey:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip6\Parameters\
4. Double-click DisabledComponents to modify the DisabledComponents entry.


Note If the DisabledComponents entry is unavailable, you must create it. To do this, follow these steps:
a. In the Edit menu, point to New, and then click DWORD (32-bit) Value.
b. Type DisabledComponents, and then press ENTER.
c. Double-click DisabledComponents.
5. Type any one of the following values to configure the IPv6 protocol, and then click OK:
Type 0 to enable all IPv6 components.

Note The value "0" is the default setting.

You should be having no problems accessing the credential manager. There are no permissions for that with the standard admin account.

Something is messed up here for sure.

Try opening a command prompt and type in> sfc/ scannow then hit enter, let it run and see if it finds any file integrity violations.

It might also help to run a startup repair from the Windows CD a few times "more than once" because it's been known to fix these types of problems.

Winsock can also get messed up with the upgrade installation or maybe a repair install also so try this next just to make sure that winsock is set up correctly.

1. Click start, type cmd in the Start Search box, right-click cmd.exe, click Run as administrator, and then press Continue.


2. Type netsh winsock reset at the command prompt, and then press ENTER.

Note If the command is typed incorrectly, you will receive an error message. Type the command again. When the command is completed successfully, a confirmation appears, followed by a new command prompt. Then, go to step 3.


3. Type exit, and then press ENTER. You should be prompted to reboot, if not you should reboot and test.

last night I did the sfc /scannow command and it did not found any errors, kinda odd considering the mess I have with this.

Now I have a question. Does the Windows Cardspace depends on the anything else to work? I get an error when I try to open it I checked the event viewer and I got this:

An error occurrred while accessing the card collection. Failed to open store.

The folder is there with the storage and all, I even moved the folder to the desktop and ran cardspace again and even when it threw error it did created the folder again.

Also have you noticed that all the errors I have are related to identity? the Peer services that doesn't runs one is related to create an identity. the credential manager manages your ID's credentials like hotmail accounts, etc. And the cardspace is also related to identity since you create a card with your data I think for fast safe access if I recall well.

So I think the problem may be with some missing permission setting.

Just ran again the sfc /scannow command and it did not found any errors.

Another detail the problem isn't at local level, the problem is present in new accounts I create and even on the Administrator account too (I enabled it temporary to see if on it the services worked)

It has to be something else. Guess a clean install is my only exit huh?

I think another repair install is the best solution moving forward, as something has gone wrong with the first. I'll post a link to the guide in a moment.

FIRST (hold off on another repair)- I think I mentioned it; but did you try to create a new user profile? This is usually a safe option when authorization is damaged?

I also should of asked - is the credential manager starting? It should be set to log-in with a local system account.

I did created a new profile but the problem remained, also the repair install was what got me in this issue actually, I already tried it again before posting this topic and didn't repaired anything at all.

I decided to format and do a clean install, I still have the old windows installation cloned onto another disk so I still can access it by simply switching disks but for now I'm going on the clean install path.

I fresh install - I know how you feel. Yesterday a faulty hard drive roasted my Sata plug which in turned burned out the mobo's on another 3 hard disk drives (5TB of space in total burnt). I'm rebuilding too.
