Can't change password: "configuration information could not be..."

I am trying to change my password as administrator for the administrator account through the ctrl+alt+del "Change Password" menu, but am getting the following message:

"configuration information could not be read from the domain controller, either because the machine is unavailable, or because access is denied".

My computer is not part of a domain, and never has been.

Any ideas that I might try?

Oops, didn't have that updated! I just fixed it.

Are you using a VPN? If so then you may have the wrong password or the DC is not able to communicate with your computer.

I'm just running a home network with 2 computers connected with file sharing.

I have never seen this message before, and I have changed my password many times in the past couple of years.

What does "DC" mean here by the way?

I have fixed it.

For some reason, I was only able to change my password through Safe Mode's repair mode.

Since doing that it lets me change it in normal mode now as well. Very very strange.

Still getting a "credential manager error" when clicking on "manage passwords" in the user accounts / advanced tab. Is this a permissions issue, a windows version (home, professional, enterprise, etc.) issue, or what?

Unable to Change Password Ctrl Alt Del

Have a Small Business Server (SBS) 2008 with a number of Windows 7 computers attached.

Verified password could be changed in AD and users forced to change passwords via AD (Change Password at Next Logon).

Pressing Ctrl Alt Del and selecting Change Password resulted in failure and a message being presented indicating the password was in history, failed complexity requirements etc...

The Group Policy was set as follows:
Min Password Age: 0 days
Max Password Age: 180 days
Password Length: 8
Enforce Complexity: enabled

Verified the Group Policy was replicated to the workstations.

Running "Net Account" command on windows workstation and confirmed above settings.

Ran same command on Small Business Server and discovered the minimum password age was set to 2 days.

Used Net Account to set the minimum password age to 0 on the Small Business Server
