Annoying quotes

Hello,
I have some weird problem in Win7 Professional, Every time when I switch between two or more opened programs and when I start typing or etc... I've get this quotes " instead of typed character. For reference I attached picture.
Maybe anybody knows if this weird problem can be fixed, or it is malfunction
on periphery unit (keyboard)?

When you type do you get different letters for different keys or do you always get " with all keys?

Does this happen when you switch to a Word processor say Wordpad? Or does it just happen when you make an entry in a box as per your screenshot! Have you tried another keyboard?

This occurs when I switch between Designing programs (Indesign, Illustrator, Photoshop, etc...) and programs like notepad, word, Firefox IE8, Total commander.
And if I switching between non designing programs like (word, wordpad, notepad, firefox, IE8) than it is OK.
Yes and I tried to change the Keyborad (old one) but is the same problem.
At first when I install fresh copy of Win7 it was all good, than after 5 months of working this problem occurs.

And my OS is 64bit.

I don't use the programs you mention other than Photoshop so i can't replicate this but your screenshot shows, I think as it is bit small, a 1 preceded by the ". Did you type the 1 as I think the default there is 0. What I am getting atis if you wanted to put say 50 in that box can you do it? And if you can does it then translate to the canvas size of he program or whatever that box refers to?

Just had another look at the screenshot and I think the red ringed item is defining the degree of slant for a font so easy to check if it actually works!

Yes I can put 50, I can put every known character, but before every character I type, quotes appear after I press key on keyboard, it is like that that two key on keyboard are pressed at once. When I use program later on and after " are showed is everything OK. But again when I switch the same problem occurs.
I use 2 monitors, so I don't use alt+tab or win+tab to switch between programs.
I had the same problem in Windows Vista SP1, but when SP2 came out, and when I install it than problem was gone...

So the problem of the " doesn't, in fact, stop you from using the program? What effect, if any does it have?

Could it be an issue with InDesign CS3? The current version is InDesign CS5.

Yes I'm thinking CS3 is not totally compatible with Vista or 7!
