It's basically doing a repair install, but it's not worth doing it unless it has newer build number. So far it does not look like it will be. In this case, he may be able to just enter that product key number in instead if it's the same edition of Windows 7.

If Win7 is like Vista, an existing installation won't accept an upgrade key. I believe it would take a full version key, though.
