I have to admit that at the moment I have absolutely no idea what's going wrong - but I suspect a registry problem.
I'll try and get to do some research tonight on this.

It looks like I'm not the only one confused here - the 'missing' file shouldn't be present anyhow, as it appears to be actually from an x64 version of the system!

I have still have no idea how this can happen - but it may give me a pointer to a solution.

I'll have to work on it...

OK - I misremembered stuff :( The file is actually from a x86 update - KB2598845
Let's try this.
Go to Installed Updates, and check there to see if KB2598845 is already installed.
If it is, try uninstalling it - if you get an error, please copy the error EXACTLY to your response. (accept any warnings about other affected software, and follow any instructions given)

Then install it again from the download page below.

If it's not listed, then try installing it from the download page - what error do you get, if any?

A Compatibility View list update is available for Windows Internet Explorer 8: October 25, 2011

If it fails, have another look at the download page and go to the 'known issues' section and expand the instructions there - follow the installation failure instructions, and then try again

It's more likely that it's been superseded by another update.

Do a manual Check for Updates - does that now appear in the listing?

No, It does not appear in the list. The only updates I get from checking manually is IE10 and IE11, plus a few driver updates for printers.

Good question!

I have to admit to considering a repair install as the best way forward - purely because I have no idea where to start looking for the right clues :(

Ok. As I have said, this is a problem that is plaguing the image for a specific model of computer, so a repair install is out of the question. I know that you have reached your knowledge limit and I thank you for all the time and effort you have put into this problem.

Tried the repair install. Used the disk that was used to make the image. Used the instructions that you sent me to. Installed all of the updates, then tried IE9. Worked. Tried IE10, still did not work with the same error code.

There are no errors that I can see in either the CBS/SFC or CheckSUR logs.
There's no useful data in the windowsupdate.log - but the IE10_main.log is interesting...

Code:
Line 2415: 00:17.940: ERROR: Couldn't create setup troubleshooting shortcut on the desktop. HRESULT: 0x80070002,
Line 2418: 00:23.120: ERROR: SQM Upload failed while uploading "C:\Windows\system32\config\systemprofile\AppData\Local\Microsoft\Windows\Temporary Internet Files\SQM\iesqmdata_setup0.sqm" with error: 2147500036

It looks to me as if the system is attempting to save a set of files to a location that doesn't exist :( (there are a LOT more of the SQM upload errors in the log)
However - that was before you attempted to actually install IE10 this time :)

The system is saying that the required update KB2834140 is not installed - and I can't tell from the log whether it is installed or not.

Please check your list of installed updates, and see whether it's there or not, and if not, download and install it from Download Update for Windows 7 (KB2834140) from Official Microsoft Download Centre

If it installs OK, try installing IE10 again.
If it's already installed, then I'll have to think again :(

Ok so it said that the update was installed. I uninstalled and reinstalled the one that you sent the link for, incase there was a problem with it. Still can not install IE10 tho. If you need more information please let me know.

I also noticed that I now have to go out to the web to receive the update. IE10 no longer shows up when I check the WSUS server.
