Do you know what the laptop temperature is? There are some free tools like Speccy or SpeedFan that can monitor your temperatures.

Speccy - System Information - Free Download

SpeedFan - Access temperature sensor in your computer

It's not always how long the laptop is left on that determines how hot it gets. A lot has to do with what you're doing. If you're gaming the temps can get a lot hotter than just reading emails or surfing the net. What kind of cooler did you get? Some have an on/off switch so you could possibly turn the cooler off before you shut down the laptop.

I'm not sure either why your laptop hangs at shut down with the cooler plugged in. I have a Dell Vostro and a Sony Vaio. Both are using cooling pads and they don't hang at shut down. Perhaps it's a problem with the cooler itself. Have you tried a different USB port?

As far as what is a normal temperature it really depends on several things ... like what kind of CPU does it have? A quad core will probably be hotter than a dual core. An i7 probably hotter than an i3. How fast does the hard drive spin? 7200 rpm will probably be hotter than 5400 rpm. What kind of graphics card? What are you doing at the time? Playing games will heat things up more than just typing a response in this forum. :)

My two laptops stay around 30-35C when idle. They go to around 40C reading emails, browsing through this forum, writing in Notepad or Word, etc. With games they've gone as hot as 70C. But your machine may be completely different.

What's considered a normal running temperature for a typical laptop?

I think 50 degrees is a bit too warm. Is that with your cooling pad plugged in? If yes, I'd say the cooling pad isn't working correctly. I'd expect your temps to be closer to 40C.
