Backup of user files with password applied

Hi.
I have two users on my PC, each with a password for their account.
One is an administrative account and the other limited.

I have backed up data from the users files by dragging and dropping on my external HDD.
If I perform a clean install of windows 7, will I be able to access the files on the external HDD and copy them to my internal HDD, or would the user's login password prevent this?
