bar will not respond, clock does not advance

I have a new Toshiba sat' with win 7.
Once or twice a week, out of nowhere, I see that the clock did not move for a while. When I stand over the icons in the bottom bar, instead of showing me in small pic the windows that are open, I see a small gray window. When I press the win-key (since the start baton does not respond) it does not open the start menu, instead I see somewhere on the screen I red arrow inside a white square. I think that is the Toshiba icon.
I fix it by running the task manager and forcely closing explorer windows, or a restart.

Thoshiba claim the problem is with the win system, and that I should format my brand now computer!!!

Can anyone help me with a different solution?

That sounds like Aero is not enabled. See Option 2.1 in this tutorial.

If that does not work, search for fix transparency in the start menu, and select Find and Fix Problems with transparency...

Now, for your other problems, do you think you could post a screenshot?

the problems i described all happen at the same time, and its not something that is like that all the time, it seems like a bug that happens spme times. next time it will happen i will get a screen shot.
