This is a Matrox Extio PLX PEX8609 DMA Device. Unfortunately the only sites that can help are the kind that you have to PAY before you can get the driver.
Download this programme Driver Fusion | Update, manage and monitor drivers & devices | Treexy and run it. It is very helpful locating what you actually need.

This is very strange to me...? As I have never on this Workstation installed knowingly any of Matrox products. The closest thing I remember was a Plextor DVD re-writer. And currently experience issues with my LG-BD Re-Writer. Model LG WH14NS40 Firmaware 1.03A0

I will follow your suggestion and see where this leads me...?

Thank you again Pendaws for the link you provided although it was found to be helpful it did not solve my "Base System Device" problem.

VIA PCIDatabase.com I've identified the following:

Vendor ID 0x10B5 and it refers to: PLX Technology Inc., Norway, Notes: PCI Interface Chips

The Device ID 0x8609 and it refers to: Chip Description, 8 Lane, 8 Port PCI Express Switch

Next I will start puling out each peripheral one at a time until I determine which one is causing my pain.

Hello Pendaws my problem is now solved.

As I started to remove the various internal cards, it wasn't until I removed my HighPoint RocketRAID 640 that the alert went away. The problem was due to my HighPoint RocketRAID 640 Controller. Apparently my controller card required 3 drivers to be installed instead of only the 2 that I had installed.

1. HighPoint RCM Device (this driver had never been installed), after installing problem was immediately solved.
2. RocketRAID 640 SATA Controller - Was installed correctly.
3. RocketRAID 640 SATA Controller - Was installed correctly.
