Battery Not Charging at around 31% and below

Okay, when I drain my battery to 31% and below and plug-in to external power source, my battery wouldn't charge. My power settings are at High Performance, and it's a 6-cell battery from HP. Problems cease to exist when I am using Linux but it's been a problem ever since I was using Vista. I only know one solution to this: it's to remove the battery for 5 minutes or so, and then plug it back in.

Does anyone know the reason for this problem?

I know this does not help right away, but back when I got my first laptop with XP it had the same issue. It was also an hp laptop and shortly after, meaning just a few days after getting it, HP had a workable patch for it. If I am not mistaken it was a bios update. So Hit the HP website and see what they got rollin for drivers and Bios update.
