Beep sounds when turning off or restarting

please help,

some times when turning off my PC, it makes beep sounds (a chain of sounds like Morse code) until it turns off or restarts.

Also , can't change USER; login password but goes back to starting screen, HAVE TO RESTART to be able to change user. (BEEP sounds again)

any help?? thanks

Do write down the exact beep sounds.
This is to give you what is the problem with your PC.

Then post again, for someone here to assist you.
List your computer spec, as it is also useful.
