When your system boots up----

Right click your mouse on the desktop....
Scroll down to Screen resolution select and open....
If you can-Scroll down to 800x600 resolution and select.
Your screen will flicker and ask if you want this resolution select yes....
Restart your machine---continue to tap DEL until you access your BIOS....
By experience when I enter my BIOS it seems to favor 800x600 resolution unfortunately this does not apply too all BIOS,s...
If you can successfully access your BIOS using 800x600 resolution you can adjust and save your desired settings within BIOS..
Restart your machine_ Right click your mouse over desktop- Scroll down to Screen resolution and return the resolution back to your desired level...

Give it a go- Please let me know how you got on

It could be your present monitor that's causing the problem not your BIOS. Is possible for you to try another monitor?

Is it possible to change out the CMOS battery? And, refreshen all connections, make sure nothing is "halfway unplugged." Hmmm, does Windows still work as normal? If yes, the only thing I can think is the CMOS battery.

As RolandJS said please remove your BIOS battery for 10 minutes and then reinstall the battery.
This will reset the BIOS.
I would also change your HDMI to DVI cable to the monitor.
It also possible that your un-known PSU may not be of high enough quality to supply the computer in full.

It most certainly looks like corrupt BIOS but I fail to understand if it is so corrupt then how does it function to boot Windows.
Please remove all but one RAM and have that in the first position in the first slot.
Your manual says DMM1 is the one closest to the CPU.
Then try to enter BIOS.
If not successful then change that RAM for new and if not successful then move the RAM to the second DMM2 and try.
I have seen faulty RAM do similar things to this before.
