Black screen..nothing else......pls help

Hi
I need desperately help..my brothers computer not working ..i dont understand what is wrong with this computer .He have HP and almost 2yrs old. Problem is i cant boot from installation disk either .No Bios screen ..nothing shows only black screen..so i cant do anything either.I opened it and checked all cabels is okey

anyone can help me from where i can start......

Does it make any noise?
Are the fans working?
Haven't you changed some bios settings before?
Does your monitor work? Try with an other!
Does your video card work? Try an other!

We need more info to help.

No ..no noise (No beep)
Fans working
he never opened it so thr is no change
Monitor works but not blue light (Red or orange light) and this monitor im using right now
Video Card fans working but how do i know if it is working when i cant boot my machine??

Ok. Then it still can be a lot of things...
The only way to find out what is wrong to change the following pieces one by one and make sure witch is bad:
-video card
-RAM
-CPU
All of them can be.

But why it doesn't beep? Does the speaker connected? (the little one inside)
If the RAM or the video card is bad it must beep. If the CPU is bad I'm not sure it can beep.

Okey now i checked everything and i found where is problem ..Problem is when i connect from Monitor to computer via cable VGA plug not working .thr is two connection place(Computer) one is for VGA and another for DVI so i tried to connect computer with my TV via DVI to HDMI(TV) and it works so DVI works and something is wrong in VGA ...but i dont know what is wrong and how to solve it...

any idea,advice........

Try getting a DVI to VGA adapter, maybe your VGA port or cable is damaged.
