Black Screen with cursor

Hey guys, I am new at this page but I know a lot of stuff about PCs etc. But I have a problem I can't solve for weeks now.
First I open my pc and it loads normally.
Then after it loads the Windows logo I get a black screen with the cursor, I can move that. It stays like 30 seconds like that and then loads.
Any idea please?

Cursor?? You mean mouse pointer I assume? Is it before or after logon?

logoff to welcome screen. Then logon again (preferable as another user). Same issue?

Yeah!!mouse pointer. It happens before logon.
Windows logo and after that gives that black screen with the mouse pointer, After 30 seconds it is gone and loads with the Welcome screen.
I also did what you said but still nothing..

logoff and logon again. Same issue? Do a clean startup and post results
