blocking software from running in task manager after closed

I have acdsee pro I use that stay in task manager after ive long closed it. how do I confgure programs to completely close everything once its not used?

any installed progam startup can be controlled by Services, apart from my AV i tend to set them to MANUAL, what i'm saying is that if its configured that way, it only opens on request. if you then use it becomes live/active. then from task manager if you close it, it reverts to the service status
note check any Task Scheduler items

I have ACDSee but it's not the pro version. When you go to task manager after closing the program, where do you see it running?
