BSOD during shutdown/restart, error 0x0000009f "DRIVER_STATE_POWER_FAI

I've been having trouble getting my computer to properly restart or shutdown. I'll try to separate pertinent information and please feel free to ask for more details.

The problem:
During shut down or restart the computer will have a BSOD. This always happens during the screen that says "Shutting Down," and will happen about 10-15 minutes after this screen first loads up. It doesn't make a difference when I try to restart either because the computer still goes through the shutdown process and it seems to be triggered by that.

Other observations:
Since this problem has started, I've been having a couple other issues.
1. My antivirus (Norton 360) would sometimes not load up after start up. I have to manually open the program in order to get the icon to load up in the Tray. I've since added the Norton 360 shortcut to the Startup Folder to insure that the program opens after startup.
2. I have a built-in finger print scanner that also stopped working as well. This was more of a gradual process where it would work occasionally, but after several more shutdowns, the scanner won't even allow me to unlock my computer with it.
3. Just to be super clear I haven't had a "proper" shutdown and restart since late October.

Note: In the file the BSOD dumps from October till now are relevant and essentially all the same.

The BSOD is blaming to your WiFi adapter, Intel Centrino I guess.

Go to Intel Download Center. Take the Intel Driver Update Utility and get any possible update for Intel WiFi.

Let us know the result. It will be needed for there are some other things which are most probably factory bloatwares contributing to the issue. So we should monitor the situation after updating the wifi driver.

Also upload your MSINFO32.nfo file.

  1. Click on the start button
  2. Type "msinfo32" (without quotes) in the search bar of the start menu, click the resulting link. It will open the System Information window.
  3. File>Save. In the "File Name" filed, put "MSINFO32" (without Quote), give the save location to desktop, and click the "save" button.
  4. Give the time for processing, it will save a .nfo file on your desktop.
  5. Zip it, and upload it following the instruction.

I then tried to follow your suggestions to update, but that wouldn't work. I have the latest version according to the Intel Driver Updater (Version 15.11.0.7). I could try re-installing the driver but I don't know what good that will do.

Another observation I failed to mention: svchost.exe will randomly take up 600MB-1GB of ram. I'm not sure how to really capture any useful data other than I vaguely remember it being associated with Windows Update. I'm going to attempt to restart and see if I can replicate the spike.

UPDATE on RAM spikes: Anytime Windows Updates searches/installs updates it shoots up to 600MB-1GB for svchost.exe that lists Windows Update as a service.

Actually it is a bad usage of the computer, as it comes from the msinfo32 file. A lot of unwanted programs are installed there. Plus there are preinstalled factory bloatwares. Lots of startup items etc.

I'd recommend you to http://www.sevenforums.com/tutorials/219576-clean-up-factory-bloatware.html, with a special reference to Point #13
13. Consider a Clean Reinstall - Factory OEM Windows 7 which is often better than getting a new computer considering how pre-installed bloatware can corrupt Windows 7 even if it's completely cleaned up.

Ahh. I can imagine that bloatware might still be floating around in my computer even after removing a lot of the programs I didn't want. From what you say, could you point out a few examples of bloatware that you're seeing from the MSINFO32 file?

Removing programs will not be enough. Either you need to follow the guide thoroughly to remove all tress of bloatware from there or do the clean reinstall.
