BSOD After Shutdown/Restart, error 0x0000009F

Alright, Driver Verifier is now disabled. I do need to restart real quick though for the changes to take affect. I'm not sure I understand what you mean by: "Update Windows avoiding Windows 10 updates(!)"

Phew...got pretty lucky, restarted without any issues. Also I wanted to show you the forum post I had made on TomsHardware about this issue in case it helps you see anything else. Things kinda went stale over there and that's when I found sevenforums.com

Just wanted to update you with the latest BSOD after disabling Driver Verifier, was another DRIVER_POWER_STATE_FAILURE caused after restarting my PC. I restarted because I ran HWinfo64 which is like a Hardware Information program and it showed my CPU running at 3.9GHz pretty much all the time.

I was confused by this because I went into my BIOS to reset it to "defaults" while I tried to solve this situation and previously default had caused it to kinda fluctuate low GHz up to 3.5GHz as needed. I believe 3.9GHz is the "Turbo" value which it seems to be running at continuously. Not sure if that means anything in terms of what we are dealing with but I figured I would add that.

Maybe it had something to do with the Intel Management Engine driver being reverted back, no idea to be honest. But here is the "latest and greatest" on BSOD and a quick picture of the HWinfo.
