Sorry about that

Please run the Avira registry cleaner - AV10: Instructions for manual uninstallation -
reboot

then run the Norton Removal tool (again!)
reboot

open an Elevated Command Prompt
run the command

NETSH WINSOCK RESET

reboot on request

Please the open an Elevated Command Prompt, and run the following commands

REG QUERY HKLM\SYSTEM\CurrentControlSet\services /S >>%userprofile%\desktop\npservices.log
REG QUERY HKLM\SYSTEM\CurrentControlSet\Enum\root /S >>%userprofile%\desktop\npservices.log

They may take a minute or two to run - and will create a file npservices.log on the desktop.
Please zip that file up, and attach it to a reply.

Ah - so you had the Enterprise Symantec client installed?? There is another removal tool for that - but you need to go through the support channels for it.

The set of disabled services and drivers looks fine to me - nothing unexpected, at least.

Please run a manual check for updates - what is now listed?

Attempt to ONLY install updates related to MSE - what happens?

Essentially, your problem was that you had two Anti-Virus installed - and that will ALWAYS cause problems with at least one of them, and may end up totally locking your system.

(If I have to be supporting any, it's Tottenham - why?)
