Sorry but, i cannot put the memory dump since my Toshiba satellite L300 laptop will not boot. The BSOD output was A problem has been detected and windows has been shutdown to prevent damage to your computer.
If this is your first time you've seen this stop error screen, restart your computer. If it appears again follow these steps:
Check for viruses on your computer. Remove any newly installed hard drives or hard drive controllers. Check your hard drive to make sure it is properly configured and terminated. Run CHKDSK /F to check for hard drive corruption, and then resatart your computer.

When I boot windows only gives me two options startup repair (which I am doing currently) and start windows normally. So to answer your question no I cannot start in safe mode

Hit "Start Windows Normally" and then immediately start tapping F8 as rapidly as you can. See if you can enter Safe Mode that way.

Do you think I should backup all my data and then do a clean install

Bear in mind, a clean install will solve any software problem; hardware problems will not be fixed however.

Try hitting F8 as soon as the computer starts up, and keep hitting it repeatedly and see if it will show you the Advanced Boot Options screen.
