The data here PCI Vendor and Device Lists reveals this to be from Animation Technologies Inc and their website is Animation Technologies Inc.

Is the device a USB TV Tuner, and if so, what is the exact model?

It's this all in one PACKARD BELL oneTwo L I8524 UK at cheap prices | PC World

and device manager is giving no info as to the brand.

That's alright, that part is if you have already downloaded a driver.

It appears that they are usng AVERMedia Tv tuners in the rest of there pcs. Maybe this one is no different?

This is kinda late in the game to ask but have you tried updating it through windows device manager?

I got a couple questions while we keep searching for this,

Is that link you posted where you got your computer?

Have you validated Genuine Microsoft Software and updated through windows update Microsoft Update ?

Its for the DVB-T turner which your specs mention.

It has the 32bit and 64bit drivers so just select the one you need.

Unzip the file to a folder and you should see a folder called "TV Turner(DVB-T) xxxxxxx" Open that folder and you will see the following.



The bottom two are the install programs. Just click on the one you need depending on which ver of Windows you have 32bit or 64bit.
64bit - x64
32bit - x86

i extracted it and opened the x64. What I do next?

Did you click on the 3rd one which is the x64_v.2.2.64.60_Install.exe file. You may have to double click to get it to start the installation.

yes. and a thing pops up then just disappeared. nothing happened

Look under Control Panel/Programs and Features and see if has the AVerMedia program installed. After looking at the files it installs I don't thing this one will work. It is for PCI\VEN_1131&DEV_7231 and may not work for you.
