I think this is created by Windows updates. Is this after the update to SP1? If so, it might contain data needed to restore the computer to the pre-service pack configuration. If you don't think you will ever go back to the pre-SP configuration, you can delete it.

One of our highly respected malware experts suggests the use of Temporary File Cleaner to remove unnecessary and/or possibly dangerous files.
Maybe, you would want to look into it.
Temp File Cleaner 3.0.1 - Free software downloads and software reviews - CNET Downloads
If you decide to use it and the files are removed, I would think that its a safe removal. If they are not, you may want to just forget about it, unless you are able to get more information on their nature.
On a weekly basis use Ccleaner to remove unnecessary files.

I'm fairly certain it'd SP1's backup files in case you want to delete the update. If you delete the folder you won't be able to delete SP1, although if it's running alright why would anyone WANT to delete it?

Have a look at the options in disk cleanup, I think you can delete the SP1 backup files there, if thats what you want to do. If that is the SP1 backup files that folder will disappear. The SP1 un-install option should disappear from programs and features too.

You can also open an elevated command prompt and enter
dism /online /cleanup-image /spsuperseded /hidesp
then press enter to clean up SP1 backup files.
