Solved Cannot access BIOS, Boot Menu, Safe Mode

I have a Dell Inspiron 570, with Win 7 Home Premium (SP1). I cannot access BIOS, Boot Menu, Safe Mode upon startup. I have tried using F2, F8, F12 numerous times and I have downloaded the latest BIOS update. I have read that I can remove the HDD and force the system into BIOS. I would like to not do that if possible. I appreciate you taking the time to look at my problem. Thanks.

I flashed BIOS by taking the CMOS battery out, moving the jumper, waited 10 seconds, moved the jumper back, and finally replaced the CMOS battery. Upon startup, the PC displayed a screen to access the BIOS. After a restart, I can now access the BIOS by simply pressing F2.
