Perhaps the community wifi has updated their equipment or settings, whereas your computer is still trying to use the old settings.
Try this: Delete the wireless connection that you currently have for the community network. Then re-establish the connection. In this way, the new connection will pick up all of the current settings that are on the community network.
There is one possible problem here: If they updated their equipment (e.g., new router), and if you have an old wireless adapter, then you might not have all of the latest encryption, etc., capabilities which are currently available and being used by the new equipment. If this is the case, then you might not be able to connect. If that is the case, then you could purchase a new USB wifi adapter, and see if it will let you connect. If you buy it at a store like Walmart, it won't be very expensive, and they will probably let you return it for your money back if it doesn't work.
With this in mind, you might want to consider getting a new router for your home. If your router is very old, then it is vulnerable to hacking. And with your neighbors living close to you, many of them are within range of your router.
