Cannot create new users. Win7 Ultimate SP1

While search produces other similar topic none I found ever came up with any HOW TO FIX solutions. Some with variations on this solved it but nothing seems to match my errors.

First...yes ProfileService is running and set to load automatically.

I tried to create a new account in control panel. So far so good. But if I switch users or shut down and reboot then enter password for the new account I just get the error that profile services could not load the account.

As with other similar reports no user folder is created and nothing is added to registry under UserProfiles.

I duplicated my efforts as admin in safe mode. Same negative results.

I am unable to find any info regarding any other service dependencies that could cause this problem.

I recently had other problems with this machine which is why I decided to create a backup admin user account to be able to test future issues as they may relate to a profile vs. something else. But cannot do that !

My prior problem was related to folder permissions which I think I solved with a program I downloaded via this forum.

I don't actually know what the specific permissions should be set for /users folders. Perhaps I still have a permission issue preventing the writing of new profile. Who should "own" that folder?

I had an unused Guest account that I enabled as well but same error logging in. That has no password.

the best permissions reset program i know of is this, note it has a multitude of other resets

Download Windows Repair (All In One)

might also be handy to run these ms tools as well
sfc /scannow
chkdsk /r

they should repair any file corruption and show whether or not its a disc problem

That has all been done already. Nothing found. Permissions reset to default. Fixed another issue but the one re. new users not resolved by that tool. Thanks tho. smile

Open a CMD window as administrator and type:
chkdsk c: /f
It will say your disk is in use and ask if you want to schedule to next start = yes
Restart
Pay attention on the results, specially bad blocks, bad clusters, bad sectors etc

Again. This has been done.
Profiles removed.
Added new user again.

chkdisk found 0 bad sectors to fix. SSD drive.

New user never added to registry or to c/users

Still appear on login screen unless deleted which I have done.
