Cannot install IE 11 error 9c59

I cannot install ie 8 to ie 11 in my PC which is win7 pro 32 bit . I tried to download the offline installer or run windows update and get a 9c59 error. I have run surt and found two errors but I have no idea how to solve. Can anyone give me a hand to solve. Thank you.

You don't have I.E. 8 which should of been installed with Windows 7.

Where did you get your media for installing Windows 7 Ultimate?

Completing this tutorial by Brink might give us some answers.

I have downgrade from 11 to 8 before.

Well I don't see the problem in the log.

Go to Start Orb and type in Internet Explorer. Does I.E. come up on the list?

What .net framework do you have installed?

How long has you Windows 7 been installed?
Have you ever been able to get Windows 7 Updates?
Where did you get the media you used to install Windows 7 Pro.

To make sure I understand your problem.
Your system has no Internet Explorer of any number. (8,9,10 or 11)
Is that correct.
