Cannot turn on error reporting

Looking for solutions to a number of crashes, cannot get any 'cos error reporting is off.
All the options in Action Center/Problem Report Settings are greyed out - with 'never check' selected.
'Change settings for all users' is also greyed out.
I am the only user and therefore also the administrator.
There are no group policies invoked as far as I am aware (never even heard of them before).
Looked at the tutorial on here, thought the REG file download was the only possible solution but I got a message 'This type of file could harm your computer' so was put off it.
Any other help would be much appreciated.

Windows says that about any exe. file or registry change. If you got it or your information here via tutorial's then its good to go. We have a well earned high reputation here at the forums and aim to keep it that way.
