If you can boot your computer to BIOS setup utility then its not faulty motherboard its the corrupted Windows OS that is causing the boot problem.

What you can do is connect the HDD that is connected to computer that is not booting to a working computer and replace registry hives stored in \windows\system32\config folder with registry hives stored in Windows\System32\config\RegBack folder and connect the HDD to not booting computer to find out if Windows OS will boot.

The registry hives and backups of the registry hives are stored at the HDD that is connected to the computer that is not booting.

Windows Vista/ 7/8/8.1/10 keep a regular backup of the registry hives handy in case you need to overwrite a corrupted registry hives. By default, the RegIdleBackup task runs every 10 days, so that’s as far back as you would lose if you replaced the current registry hives with the automatically backed-up registry hives files. You can find the backed-up registry files in \Windows\System32\config\RegBack folder. You can connect the HDD to working computer and use Windows Explorer to replace registry hives stored at Windows\System32\config folder with backups of the registry hives stored at Windows\System32\config\RegBack folder that is also stored at not booting HDD.
