You might give this a shot.

Use the installation DVD to start Windows Recovery Environment.
Follow these steps EXACTLY:
  1. Use the installation DVD to start the computer, and then run Windows 7 Setup.
  2. When the Gather Information screen is displayed, press SHIFT+F10 to open a Command Prompt window.
  3. Type the following commands to start Windows Recovery Environment. Press ENTER after each command. cd /d %systemdrive%\sources\recovery
    RecEnv.exe
